「南三陸 = ハーグ SAEZ」*は、宮城県南三陸町とオランダのハーグという地球上で遠く離れた地域を出会わせ、文化、経済を相互に活性化するためのハイブリッドなアートの「特区」です。新型コロナウイルス感染症（COVID-19）の到来により、人々の対面や移動が制限された2021年春に、V-AIR（ヴァーチャル・アーティスト・イン・レジデンス）から開始します。本ページのビジュアルは、遠く離れ、大きく異なる地政や歴史を持つ二つの地域が、突然海をはさんでヴァーチャルに向かい合う（！）という、一種シュールな「出会い」を示しています。ポストパンデミックの時代に、地理的距離を超えて、新しい地域同士そしてアーティストと人々、アーティスト同士のネットワークを展開します。

*SAEZは、「SEZ（Special Economic Zone）／経済特区」をもじったもので、「Special Art Experiment Zone」を意味する。「エクスペリメン特区」は、「エクスペリメント（実験）」と「特区（トック）」を合わせた造語。

ポストパンデミックの時代には、多くのイベントがオンライン開催に切り替わり、誰でもどこからでも参加できるようになりました。急激に地理的距離が無意味となった中、「在宅」「リモート」の新規性はすでに失われたといえるでしょう。今後も移動しにくい状況が続くなか、ヴァーチャルとフィジカルによる新たな体験や空間の構築が求められています。元来AIRはアーティストが現地に滞在し、リサーチや制作、時には発表を行うものですが、それが困難な現在、「SAEZ」のアーティストはヴァーチャル視察から開始し、リサーチ、交流や作品発表を継続的に行います。そしていずれは、オランダのアーティストが南三陸に、日本のアーティストがハーグに滞在し制作することを目標としています。分水嶺からの水が森を介して内湾に流れ込む南三陸町は、自然が豊かで海山の幸に恵まれた地域です。東日本大震災以降、復興の中で人々は、環境や歴史を護りながら、食や地域文化を育んできました。北海沿岸に位置するオランダ第3の都市ハーグ（デン・ハーグ）は、オランダの議事堂や宮殿、中央官庁や複数の国際機関があり、「平和と司法の街」と呼ばれています。南三陸とハーグは、互いの違いから相互触発を生み出す可能性を秘めています。そしてこの二地域は、面積がほぼ同じ（それぞれ163.40 km2と164.38 km2）で、ともに海岸町である点で共通しています。違いの中の共通点。日蘭のアーティストは、まずV-AIRから開始し、それぞれの直観や想像力を駆使して、南三陸とハーグに思いがけない関係や体験、そして記憶の場を創造していくことでしょう。2021年には、日本のアーティストが南三陸町を、その後オランダのアーティストが南三陸をV-AIRで訪れ、オンラインやオフラインでプロジェクトを展開します。日本とオランダをつないだアーティストの対話やイベントも開催の予定です。

「南三陸 = ハーグ SAEZ」は、新型コロナウイルス感染症（COVID-19）の到来により、人々の対面や移動が制限された2021年春に、国内アーティストによるV-AIR（ヴァーチャル・アーティスト・イン・レジデンス）から開始しました。アーティストは、時里充と福留麻里。二人は、2月から4回にわたって、地域の皆さまのご協力のもと南三陸をヴァーチャル視察し、構想を練りました。3月からは、南三陸の佐藤太一さんと映像や地元産のモノを介したコラボレーションを展開、その成果を展示いたします。

３）2021/8/6 「オンライン宿泊とバーチャル旅行」テーマでオランダ側公募および企画の決定
2021年6月1日から7月11日の間、オンライン宿泊とバーチャル旅行の体験を構築するアーティストの公募（Open Call）を行いました。各提案は、四方幸子、ミシェル・ファン・ダーテル（V2、ロッテルダム）、ジャクリーン・ヘルマ（Satellietgroep、ハーグ）、錦良成（TOFU、ロッテルダム）によって、実現可能性、新規性、テーマへの適合性などの観点から慎重に評価されました。
幾度にもわたる議論の結果、2021年に芸術大学を卒業したばかりのアイデー・デリックスとピート・フェクライの企画に決定しました。

時里充＋福留麻里の新たな試みとして、コロナ禍において南三陸町で精力的に展開されているオンライン研修のフォーマットの隙間に、アートとして新しい風を導入する「＜スクリーンエクササイズ＞@ZOOM」を開催。研修では使うことのない知覚、身体、頭を使うこと、またZoomのこれまでにない使い方を参加者と一緒に体験する、レクリエーションとしての先進的なアートの実験となりました。

ヴァーチャル・レジデンス・アーティストのアイデー・デリックスとピート・フェクライが、オランダと日本の間の新たな領域に誘うアプリ作品「Holiday glimplse（ちらみホリデー）」（アイデー）と「Minaving （ミナビン [南三陸+スフェベニンゲン] ）」（ピート）を開発中。発表に先立ち、2人が作品の制作経緯や、「南三陸 = ハーグ SAEZ」でのレジデンス体験についてのプレゼンを行います。

宮城県南三陸町と、オランダの事実上の首都ハーグを2つの大海と1つの大陸を大胆に跨いで両者を結んだ「南三陸＝ハーグ SAEZ」。この特別地域（SAEZ）で、、2021年夏～秋にかけてレジデンスを決行。日本とオランダの間の未知の領域をテーマにした、「バーチャルリアリティ旅行パッケージ」（本プロジェクトのためにデザインされたVRグラス）を介して体験できる以下のアプリケーション作品を制作しました。

In the post-pandemic era, many events have switched to being held online, making it possible for anyone to attend from anywhere. With geographical distance rapidly becoming irrelevant, the novelty of "home" and "remote" has already been lost. As mobility will continue to be difficult, there is a need to create new experiences and spaces, both virtual and physical.

Originally, AIR was a way for artists to stay on site to research, produce and sometimes present their work, but as this is now difficult to achieve, the artists of 'SAEZ' will start with virtual visits and continue with research, exchange and presentation of their work. Eventually, the aim is to have Dutch artists in Minamisanriku and Japanese artists in The Hague.

Minamisanriku Town, where the water from the watershed flows into the inner bay through the forest, is rich in nature and blessed with seafood and mountains. Since the Great East Japan Earthquake, people have nurtured their food and local culture while protecting the environment and history in the process of reconstruction. The Hague (Den Haag), the third largest city in the Netherlands, is located on the North Sea coast and is called the "City of Peace and Justice" because it is home to the Dutch parliament, palaces, central government offices and several international organisations.

Minamisanriku and The Hague have the potential to create mutual inspiration from their differences. The two regions share a similar area (163.40 km2 and 164.38 km2 respectively) and are both coastal towns. Similarities among the differences. Starting with V-AIR, the artists from Japan and the Netherlands will use their intuition and imagination to create a place of unexpected relationships, experiences and memories in Minamisanriku and The Hague.
In 2021, Japanese artists and then Dutch artists will visit Minamisanriku by V-AIR to develop their projects online and offline. There will also be an artist dialogue and events connecting Japan and the Netherlands.

Two artists, based in Yamaguchi, southwest part of Japan, had several virtual visits (site visits + meetings) to Minamisanriku in February-March, 2001. “Trasporting Echoes” was produced remotely by the collaboration between two artists and Taiichi Sato, a forestry of Minamisanriku Cedar (FSC authentication) in Minamisanriku by exchanging videos, and Sato sending the slice of his Cedar to artists based in Yamaguchi.

“Transporting Echoes” by Mitsuru Tokisato + Mari Fukutome (March 16, 2021)

The three-year "Minamisanriku = The Hague" project began with a virtual visit to Minamisanriku by Mitsuru Tokisato and Mari Fukudome, who live in Yamaguchi.
As we listened to various stories about the nature, life and beliefs of Minamisanriku and the Great East Japan Earthquake, we decided that the areas we would like to touch in the next three years of the project are forests, mountains, islands, seas, life, trees and space, time and circulation on different scales,the connection between the divine and the scientific, between the festivals, dances and folk tales of the land, between the things that dwell on the land and the things that correspond to each other in distant lands, real and virtual, what connects them, are some of the issues that emerged. Mr Taiichi Sato, who will be working with us on the Minamisanriku side of the project, took us on a virtual tour of the mountain where he works and talked about the layers of time that have been carved into the annual rings. Like an annual ring of information that becomes a trunk, the layers of time from two distant places are layered together as a single time, a single image.

We held an open call for artists to build Online Lodging and Virtual Travel experiences between 1 June and 11 July 2021. Each proposal was carefully evaluated by Yukiko Shikata (Curator, Tokyo), Michel van Dartel (V2, Rotterdam), Jacqueline Heerema (Satellietgroep, The Hague) and Yoshinari Nishiki (TOFU, Rotterdam) in terms of feasibility, novelty and suitability to the theme.

Resident artists Aydee Derix and Piet Verkleij have been developing special apps, "Holiday glimplse" and "Minaving (Minamsanriku + Scheveningen)", which takes you to a new territory in between the Netherlands and Japan. Once you obtain the travel package, you get right inside it by simply scanning the QR code.
Aydee and Piet give presentations on how they created their works and their residency experience at MSR = HAAG SAEZ.

MSR = Haag SAEZ Online Lodging/Virtual Travel Package
Dreams of intercontinental travel have been stripped away by the hassle caused by cotton swabs and complex QR codes. Can we still dream about a place you have never visited while embracing unforeseeable situations? It takes more imagination than simply digitalizing things: repurposing familiarity with your own face or conceiving in-between hybrid landscapes might possibly be an answer.
In MSR = Haag SAEZ, two artists took up summer-autumn residencies to produce a new kind of travel experience. It resulted in a PACKAGE (or a kit) with a QR CODE attached to it.
You wake up in a warm sauna, the smells of pinewood and glowing embers fill the air. On the left of you stands a small heater and on the right you can make out a map on a wall. Through the glass in front of you, you can see a bridge while rainy grey weather fills the sky. You have entered ‘Minaving’. A place where some things seem familiar but out of place and other things seem strange but fitting. Time moves slow here, so relax, listen, look around and let the scenery slowly wash over you.
